Report: LSU blocking former QB Justin McMillan from transferring to another SEC school

When LSU QB Justin McMillan announced his intentions to transfer from the Tigers, he didn’t immediately announce a new destination.
Now, it appears we won’t be seeing him in the SEC anytime soon, as LSU has reportedly barred him from transferring to any SEC schools.
Per a report from Brody Miller, McMillan can’t transfer to any SEC schools or any teams on LSU’s 2018 or 2019 schedules:
#LSU has denied Justin McMillan permission to transfer to any SEC schools or any 2018/2019 LSU opponents.
However, LSU said McMillan can request a hearing to go to an SEC school not on LSU's schedule next the next two years.

The door isn’t completely closed for McMillan to go to an SEC school not on LSU’s schedule the next two years, but he would have to request a hearing from the school.
Didn’t the NCAA just end transfer restrictions, you ask? Yes, but those new rules don’t go into effect until October:

While it appears that McMillan’s options are limited at the moment, we’ll have to see how this situation plays out over the coming months.
